recall our interactions with you
from time to time reg welfare/ amenities to the residents of CR
Park. You are positive to go all out to help us. Here are two long pending
serious issues which are yet to
be executed by SDMC/MCD.
1. 1. Inner lanes ( G1238 t0 G1273) :
totally ravaged, last attended 17/18
years ago; senior citizens sprain their ankles as they walk on those. Most of
G-block lanes are unattended & uncared for in spite of dozens of
reminders and promises; though such lanes in other blocks have been carpeted
even twice.
2. 2. Storm
Water Drain ( Subhas
Park Corner), bet G & H Blocks
This work
is being done for the last 4/5 years without any concern for slope, channel

MINUTES OF THE GENERAL
BODY MEETING HELD AT 4PM ON 15/10/2017 AT PARK
Brief text of welcome
address of Dr P. K. Bhattacharya, President:
"RWAs in C R Park : C R Park with about 50,000 residents
including eminent personalities like Sr. Govt./ PSU/ Pvt. sector officials,
Doctors, Padma awardees, retd. Air Marshal, retd. Squadron Leaders, educationalists,
artists, poets, writers, dramatists, lawyers, CAs, etc. has 8 significant
socio-cultural organisations, 9 large Community Durga Pujas within a radius of
about 750 metres. A Nobel laureate stays across C R park main road near E
Block. Residents here are happy as per Chanakya’s (350BCE) definition of
‘happiness’ that a community can give. 34 RWAs (regd. & unregd.) in 20
blocks of C R Park report to the Apex RWA called EBDP (East Bengal Displaced
Persons’) Association which takes up larger issues of Civic Amenities with the
Govt., MCD, DDA, DJB, BSES, Police etc.
Prothoma-g, our RWA has about 103 residences (including vacant
floors), with a population of about 250. Senior Citizens – 25%, Children upto
12 years - 6%, Young & Adults – 69%. 42 plot frontage spaces can accommodate
84 cars out of a total of 108 cars today: so 24 cars have to be parked in the
new stilt floors and space outside the gates. So far mainly Senior Citizens
take up RWA management duties. They promptly take up issues with civic
authorities (please visit its website to see our letters to such bodies,
circulars, photographs of events, etc. being posted chronologically since
2012). From 2007 to 2014 Children used to perform on 15th August & 26th
January, staged dramas during Durga puja. There were occasional get-togethers,
picnics etc. till 2014. The initiative and drive that came from the residents
appear to be dwindling. These need revival.
There are 6 such sub-blocks in G block. As a sub-block can’t be
registered, efforts are on to get the entire G Block registered as one RWA.
Being unregd., Prothoma-g has no formal MoA, rules, procedures, and is being
run by persons who volunteer to serve on the basis of mutual trust and respect.
President/ Secretary / Treasurer/members are chosen by word of mouth. They have
so far operated without any office, support staff; no facility, no asset/no
liability, no revolving fund, no donation, no Budget, and so on. The only financial
activity has been: collection of subscription and payment to Security
Guards+Mali+Misc. (repair / construction work, Social functions, etc.). There
are about 15 families which are not paying monthly subscriptions or paying
lesser amounts. RWA representatives, in a group of four or five, approached
them many times with folded hands which improved the position to some extent. I
feel that If the issue is taken up by a larger group of 10 / 15 residents, it
may yield further improved results.
Demolishing of houses (by now 10) and new construction by the
builders have proved to be a big hazard, particularly because of pollution of
all kinds, safety, damages (threatening cracks/seepage) to neighbour’s house,
obstruction of road etc.. RWAs may have to frame some guidelines for owners / builders.
There were two tense situations of manhandling of builder’s labour and truck
driver and one instance where a resident’s car ran over the foot of a maid.
Conflicts over car parking persist. As per circular dt. 3.11.2012 by Secretary (Mrs.
Aparna Chatterjee) & one dt 16.08.2014 by President: only one car per
family to be parked inside gates and car(s)of one lane can't be parked on the
other lane. Interaction over WhatsApp group is most welcome. However,
undesirable comments including derogatory ones, particularly on Senior Citizens
/ women can't be acceptable as their dignity is protected by Law.
PAST OFFICE BEARERS as per my recollection were : President: Late
B K Samaddar (2004), Mr. J J Chakraborty, Mr S K De, Mr Sunil Chatterjee, and
Dr. P K Bhattacharyya (from 2011 till date). Secretary: Mr S K De, Dr. P K
Bhattacharyya (2006-2011), Mrs Smita Sen (2011-12), Mrs Aparna Chatterjee
(2012-2014), Mrs Smita Sen (from2014 till date). Treasurer: Mr N. C. Sengupta
(upto 2007), Mr Sadhan Shome (2007 -2012), Mr Somnath Majumder (2012-2013), Mr
Sadhan Shome (2013 -2015), Mrs Smita Sen ( as nobody volunteered to be
Treasurer, from May 2015 to date).
ACCOUNTS: In the absence of any regulation, the custom of
submission of the account of our RWA in GB meetings since 2007 had been
submission of just three figures i.e. Total Collection, Total Expenditure, Cash
/ Bank Balance. As per records the total Cash & Bank Balance as on
31.12.2006 was Rs 60,665/= which has since gone upto Rs 97261/= as on 30th
September 2017. A professional statement is only expected from a trained
accountant and not expected from a commoner. There does not exist any system of
handing over and taking over of cash or accounts by a transferor / transferee
treasurer. So far the residents have been trusting integrity of fellow
residents voluntarily working as Treasurer. Should residents cast aspersions,
tomorrow nobody will come forward for voluntary work which keeps her / him involved
almost daily.
Today Mrs. Smita Sen (with the assistance of Mr. S. Datta) is
submitting a detailed account (from May 2015 to 30th September2017,
the period she was having additional charge of Treasurer) at this GB meeting, this
is the FIRST INSTANCE IN THE HISTORY of this RWA. If anyone desires to have
detailed accounts for an earlier period, s/he may please get in touch with the
Treasurer of the corresponding period.
EndNote...I am already a spent force… to be replaced by new
energetic resident; so I am resigning as President today. This GB must today
set up an interim committee who will continue for the period till the Election
is held. If no interim committee is formed, there will be nobody to run the RWA
with effect from 1st November 2017; there will be no Chowkidar to man the
gates, exposing the residents to full traffic in both lanes and also thefts,
etc.
Thank you very much for your sustained cooperation and support for
last 12 long years.”
Mrs Smita Sen, Secretary, submitted (and circulated copies of) statement
of accounts, showing month-wise (May 2015 to September 2017) details of
Collection, Expenditure under various heads, item-wise break-up of
miscellaneous expenses, Cash balance and also Bank Statement. The accounts were
unanimously approved by the GB. Mrs Sen acknowledged the support extended by Mr
Sonalal Datta for finalising and presentation of the account.
In line with the Agenda, Mrs Sen requested the members present for
volunteering for the post of Returning Officer for the proposed Election. Despite
collective persuasion by the GB, since no member came forward for volunteering
for the position of Returning Officer for the Election, conduct of the Election
was not considered feasible by the GB.
Mrs Sen also desired to resign from the responsibility of
Secretary and Treasurer with immediate effect. Members present requested both
Dr Bhattacharyya and Mrs Sen to continue at least until a new committee takes
over but both of them expressed their unwillingness in this regard.
Under the circumstances, though no one volunteered, the members
present collectively persuaded the following Residents to form an Interim Committee who will take over
from 1st November 2017. The Interim Committee will be as under:
President: Mr Sonalal Datta
Secretary: Mr P.K. Uppal Treasurer: Mr Somnath Majumder
At the
request of members of the Interim Committee and also all other members present
both Dr Bhattacharyya and Mrs Sen were persuaded to join the Committee as
Executive Members primarily for patronage, guidance and support.
GB now
requested all the residents who are willing to voluntarily work for the RWA to
please come forward and join the Interim Committee so that the final committee
is formed.

the Municipal Councilor and SHO Sunday) at 6 pm., C.R. Park police station At
Neighbourhood park on 10.9.2017 (
This meeting was conveyed to discuss about security, safety
and civic issues pertaining to Police and MCD. It was very kind of Shri Subhash
Bhadana, Municipal Councilor and Shri Anil Kumar, SHO to attend this meeting.
Meeting was attended by the residents of G block. Meeting started first by
welcoming both of them and briefing them about some major issues identified
after prior interaction meetings with the residents. Residents also raised few
specific points which were patiently heard and response to all specific
issues/points were given by both the Councilor and The SHO.
Followings
are the brief issues raised and response given during the meeting-
1. Two separate day time incidents of chain / bag snatching
on G and H block roads-
These incidents within a colony having police station are
providing a negative image of police in spite of active role of police in
ensuring safety and security of people particularly during Durga puja days.
Response
Shri Anil Sharma, SHO explained that the cases will be solved
very soon and the same will be reported to the association. Day and night time
patrolling will be further strengthened which may also be monitored by the
residents and any laxity should be reported to the SHO /Sub Inspector by
residents/ Association.

Chandralok road has
become unsafe and insecure for residents due to following specific reasons
i) Very high
speed of cars and two wheelers- potential safety hazards for all in general
and elderly, children in particular.-
Regular patrolling
and checking points by police and speed breakers are required to control speed.
Response-
SHO explained that the matter of patrolling and checking etc
will further be strengthened. Letter for speed breaker etc may be sent to DCP
traffic Southern range/DCP South East with copy to SHO. He will pursue with
traffic police and MCD for implementation of the same.

There are many dark patches on
this road with
inadequate lighting causing unsafe road environment for residents in
general and women, elderly and children in particular. Tree leaves are also
obstructing existing street lights –
More street lights to be installed and tree pruning all
along the road to be done immediately
Response
SHO explained that a
letter from residents may be sent to him highlighting these and he will take up
with the BSES for more street light posts and with MCD for tree pruning all
along the road. Shri Bhadana, Councilor explained that there is some height
restriction but he will get the tree pruning work done on G block roads and
inside lanes within a week before Puja.
iii)
A triangular park
fully dark on this road with trees and shrubs is a den for drug addicts and
drunkards – A
complete safety hazard for residents in general and women/ girls in particular-
This land should be
immediately cleared, cleaned with removal of all obstructions and installation
of lights for development as children’s play/park
Response
Councilor explained
that he has requested VC , DDA to handover this land to MCD for developing as
park. He will pursue the matter further.
SHO promised that any kind of unlawful activities within
this land or on road will be stopped permanently by police with more patrolling
and taking preemptive actions. Residents should also be vigilant and report to
him about such activities for immediate action.
iv) Wall of
Ornamental Park broken by the garbage collection vehicle/truck
Shri Bhadana explained that he had inspected the site and he
promised that the same will be constructed by the MCD very soon. He however
mentioned that the construction material debris should not to be dumped within
the ‘Dhalao’. Residents should be vigilant about this.
3) Very bad /broken condition of all roads and lanes of G
block
Shri Bhadana, Councilor explained that the necessary budget
for complete re laying of all G block roads and lanes has been approved and
under tendering process. He has got the necessary measurement for all roads and
lanes done by Junior Engineer. He promised that the work will start in another
2-3 months.
4)
Unsafe environment
of Netaji Subhash Park – Mostly
used by unscrupulous elements playing cards and involved in other
unlawful activities. No children are seen to be playing or elderly using the
park.
SHO promised that
the activities will be under the watchful eyes of police and residents should
also inform about any such unlawful activities.
5)Drains
recently constructed on the road between G and H block are blocked /incomplete.
Shri Bhadana promised to visit the site immediately with concerned
Engineers in the presence of residents for rectifications. He also promised to
take up fumigation in the back lanes with prior intimation to
residents/Association6).Traffic Chaos /Congestion on the main Bipin
Chandra Pal Marg This road have become a nightmare for the
residents due to regular congestion and chaos on this road in absence of any
systematic intervention by the concerned authorities. It is very difficult for
residents in general and impossible for elderly, children and women to cross
the road safely. A well planned solution by concerned authorities in
consultation with the residents should be worked out immediately


Response-
SHO explained that a letter from the association addressed
to DCP (Traffic) Southern Range and DCP (South West) with a copy to SHO for
long term solution may be sent. SHO will follow up with the concerned
authorities. For short term solution, he has already deputed policemen between
630 pm to 10 pm for controlling traffic. Residents may observe and suggest any
further short term improvements, if required.

to G- Block . The residents
here are being
inconvenienced for many years
by now due
to the following
:
1. The eastern wall of Netaji Subhas Park
along the road between G & H
blocks has remained
a dirty zone for many
years with stinking smell and breeding place for mosquitoes as people
urinate here. This place need be
thoroughly cleaned, a regular footpath be constructed and
maintained daily .
2. The
covers on the storm water drain
nearby on H- block side
need be properly
fitted so that
cars can be parked
over there and
road congestion is avoided.
***3.The two front
lanes are waiting for
being carpeted for
more than 15 years; surfaces are
severely worn exposing
the sandy bed
at places .
4. Unusually steep ramps
on the front lanes
and other structures impeding
movement of pedestrians and
cars alike are to be removed.
5. Discharging foul water
from upper floors
on the front lane has
to be stopped;
this results in
pot holes as well as
unsuspecting visitor gets drenched.
6. The two
back lanes also need
concreting / surfacing by
interlocking tiles.
7. Encroachment on the first
back lane ( between G 1244
and G 1227) needs
to be removed
forthwith ( a family is staying in a makeshift hut on this lane illegally
with illegal electricity/ water/
sewer connection for a long time by
now. The two back lanes
are dumped with malwa. Absence
of cleanliness invites
mosquito breeding.

and park cleaner .

The big
Banyan tree branch across the road between this block
and NRI colony needs prop support, otherwise it

trunk
of the same tree
has broken the wall; it might collapse
anytime( needs repair)
9.Anti dengu measures: Fumigation, total cleanliness, dedicated mahalla health centres are needed.

Ø Hard Facts/ Ground Realities: (a) Collection thro’ subscription per family(Rs.250 + Rs.50per Car) reach on average bet Rs. 18000 – 19000/-pm which hardly meets the expenditure <chowkidars(@Rs.6000 pmx2)+park maintenance + honoraria for collection, etc. plus sundry/repairs> (b)At Rs. 6000/- pm we get illiterate guard with ill-health sitting dumb as a dummy. We ‘ve to go for proper ones which will cost more. © Our security continues to be compromised. We must go for CCTV camera at least on the main gates near G1238 &G1273(ref. Circular from Police) (d) Some residents even don’t pay monthly subscription.(e)Increasing number of Cars / parking problems for residents as well as for guests.(f) Car stickers needed for new cars (g)Residents’ directory has to be updated in the wake of addition of so many builders’ flats (h) Dog menace (i)Total participation of all residents are needed to form opinions/ handle problems .
-Decisions: (1) Monthly subscription will be increased to Rs. 400(no addl.amount for car(s)) per family wef from 1May, 2017, keeping view of problems at (a),(b)& addl expenditure towards CCTV camera. Close supervision of Security staff/ matter(Mr. Kalyan Majumder &Mr. Barua.) Not only this one , but last 6 such constructions on this single lane have left the residents disturbed beyond limits( including health hazards), for which they need be compensated.

Dear Sir,
We the residents of Block G, particularly those residing at Plot nos. G 1241 to G 1255, are facing serious problems as the Electric Stay Pole near the Gate( adjacent to G1255 and opposite to NRI colony) is blocking the entry of all Big Cars, Water Tankers,Fire Tenders,Ambulances ,etc. A photo of the Pole is attached. Small vehicles normally entering thro’ this Gate has to reverse with difficulty all the way while exiting as the passage is very narrow.
Our problem aggravated when the gate at the other end of the lane has been closed by MCD for repairing of the Drainage System. During last fortnight or so, we are facing major problems of entry and exit.
We therefore request the BSES authorities to arrange to get this Electric stay pole corrected and REINSTALLED so as to ensure obstacle-free and clear entry/exit of Water Tankers,Fire Tenders,Ambulances, etc. This may be treated URGENT.

Menacing Builders' activities: G 1249 owner has assigned a builder to demolish his 8 year old 3-storied bldg and construct builders' flats(collaboration?). RWA/neighbours came to know only when the bldg was pounded with sledge hammers only two weeks ago : bldg materials flew and landed all around, clouds of dust showered particles on neighbours' flats unhindered, one neighbour got fresh lease of life as bricks from 30' almost fell on him.

Police PCR Van and local Beat Constable came.,took photos and damaged car nos.,questioned the truck owner who said that his labour(without driving license tried his skill in driving). Residents asked Police to nab the offender who fled. Police asked the truck owner to come to Police Station. Police had no answer to the agitated car owners as to who will pay for repair of damages caused by the truck owner. The truck owner drove away his truck around 6 PM with Police assistance. Shock, fear and insecurity ( threat to property and life) grip the residents.Irony is: the house owner,builder, sub contractors are working for profit ;but the residents have to accomodate them at the cost of their health,life and property. There must be some provision in Law to counter it; civic authorities should immediately address this.

The Delhi high court has given a verdict that parking cars in common areas of a residential society
amounts to encroachment. Unless permitted, a flat owner can only park one vehicle in the designated
parking allotted under the rules by a housing society, the court added, clarifying the legal position in
Delhi for cooperative group housing societies. In a stern message to those who own multiple cars without ensuring adequate parking space, a bench of Justices Gita Mittal and I S Mehta invoked Mahatma Gandhi to stress that purchase of private vehicles must be “guided by need not greed.“
“Air pollution is not the only environmental impact that vehicles cause. Parking of excess cars in open areas reduces available space underneath them for rainwater harvesting, which enables charging of aquifers another adverse impact on environment,“ the bench observed while imposing a cost of Rs 1 lakh on a man who owns four cars and dragged his residential society to court for charging him extra for parking. Not only the pollution from the exhausts of cars, the movement of vehicles contributes to dust and adds to the particulate pollution in the atmosphere in the society , the court pointed out. “The common areas are meant for the utilisation by all members and no one member can appropriate the same to his personal use, even temporarily as for the purposes of parking of additional cars,“ the bench observed, underlining how obstruction by parking in a common space “could have disastrous consequences, as best illustrated by the Uphaar tragedy .“
Rubbishing the petitioner Anup Mittal's stand that Kanungo Cooperative Group Housing Society can't charge him extra for additional parking, the bench noted so long as a vehicle is parked on the open area no one else can use it for any purpose. “Therefore, even transient parking of any open areas beyond the basement is certainly encroachment, albeit temporary , and cannot be treated as anything else,“ it added. Dealing with the petition before it, the court said it is clear that “the petitioner was not authorised by the society to park multiple cars within the boundary of the society“.The building plans of a cooperative group housing society “draw a fine balance between the space essentially required to be constructed upon open areas and the circulation keeping the population density , services required and plot size in view,“ it noted.

Road Repair
Dear Sir,
Two days ago, potholes on the road between G-block and H block has been filled up(patchwork) by MCD .
The work is far from satisfactory; residents are of the opinion that ..this is wastage of public money. Scanty water was applied on the spots much after concrete filling was done ; this will result in premature cracks. The detailed report
prepared by an experienced Civil Engineer is given below which is self -explanatory. Could EBDB take up the matter with concerned authority?

Quality of Potholes Repairing Work carried out by PWD / MCD
Pothole repairing work has been done just by filling low grade concrete (probably M-10 or at the most M-15 grade) without any compaction. None of the Indian Standard Specifications like MOSRTH (Ministry of Surface Road Transport & Highways), CPWD, State PWD’s specifications suggest such methodology to repair the potholes of bituminous surfaced flexible pavement for the simple reason that concrete can not make bonding with bituminous materials. Otherwise also concrete is more costly than bituminous mix. It is also observed that potholes so repaired are opened to traffic movement even before initial setting of concrete and as a result the coarse aggregate fraction of the concrete got loosened. The loose aggregates are found scattered all over the road and has made the road more vulnerable to the motor-cyclists and has caused great inconvenience to the pedestrians.
As per Indian Standard Specifications, potholes of flexible pavement is repaired by filling dense bituminous concrete (if the depth of pothole is less, say 50mm to 100mm), if not, at least with proper bituminous emulsion mix. If the depth of potholes is more than 100mm, it should be done in layers, firstly by granular base materials followed by bituminous layer.
In this case, filling with concrete would have been still meaningful if some protecting bituminous surfacing layer in the form of 25mm SDBC (Semi Dense Bituminous Concrete) or DBST (Double Bituminous Surface Treatment) had been laid immediately thereafter.

Secretary EBDP welcomed the SHO and Presidents/Secretaries/representatives of RWA’s and requested each RWA to present problems/ issues. Deliberations :
Block A : unwanted persons’ congregation in the park behind Market 3, timing for kabariwalas not fixed , names & tel nos. of beat police, police verification of tenants and servants .

Block B : Some indisciplined students of two schools in this block create trouble for the residents , unwanted drunk persons surface in the Durgapuja park after dark : safety of women particularly is threatened,
Block C : Menace due to crowding of unauthorized thelawalas blocking passages.
Block D &EBlocks : Park between E & F blocks are crime prone. Yesterday E 858 was struck by robbers who decamped with ornaments and cash worth lakhs; as per CCTV footage, the operation was executed with precision perfectly matching with the time of absence of the owner who left to fetch the school going child at the bus stand during mid day; such operation is only possible after doing elaborate reece. Women residents voiced concern about their safety in the same park after dark.
Block F: the last lane in this block starting from the T-point(juice corner) is dangerous for children and sr. citizens due to very speedy numerous motorbike movements. A child stepping out of his house is prone to be run over.
BlockG: Along the stretch of wall of Netaji Subhas park , numerous 3-wheeler Auto drivers park ( defying Police orders 3 yrs ago) their vehicles and jam the road; they refuge to go short distances. At the T- point on the Bus road a food vendor ( encroacher) operates in the evening inviting crowd on otherwise chocked ( with traffic) road. Encroachment on the backlane (behind G 1230) by Jhuggi which is visited by unknown bikers everyday could be source of trouble.
At least 40 labourers ( some of them stays here at night) are working on demolition and construction work in 4 sites around the park (G1238 -1273). There is no police verification for them though there has been an incident( in the knowledge of CR park PS) of child abuse of a drunk labor two years ago.
Almost all passages/corridors in all markets have been taken over by the shopkeepers and are choked/ blocked with sacks/crates; residents can hardly walk through.
Guest houses in residential buildings do not keep proper records of boarders, some of whom are foreigners. Nor these are verified prior to Independence/ Republic Day.
Providing security to residents is the responsibility of Police; yet all 26 RWA’s spend huge sum @ Rs. 5000 to 7000 per guard on untrained private Security Guards as Police force is insufficient. Logically these private guards must be recognized by the local PS as well as be professionally trained by the PS.
H & I- blocks : Big twin parks are regularly visited by unwanted persons particularly after dark. If challenged , they threaten residents . Motor bikes ply on the lane along market4-church-taxi stand at dangerously high speed. One Tata Safari( owned by Mr. Chakraborty) has been stolen on last Sunday from I-block. So far it has remained untraced.
K Block: Alcoholics assemble in the parks and drink. The main street as well as the backlane need speed breakers as vehicles run at dangerously high speeds.
Pocket 52,88, M,N,O& other blocks : similar complaints, The gate between N block and GKII should be kept open to traffic .Owner of O-6 complained about beat police asking for the keys of the roof for which he has the roof- right and the matter is subjudice.
Sh. Govind Chauhan SHO , while summing up, remarked that his priority is to look after safety of Women and senior citizens among others. He, along with his 60 police colleagues, are always at the service of the residents. He circulated the list of officers / beat police with their Mobile phone nos vis-a-vis their deployment in different blocks ( enclosed here). Juveniles driving bikes at high speed, consuming narcotics/ alcohol in parks, etc are being dealt with. Police verification of servants/tenants is mandatory; non compliance will attract punishment under IPC 188.For such verification residents may phone the concerned beat officer who will upload the info through an App to police database ( verification, unauthorized construction, etc).The presence of PS is otherwise there in a group WhatsApp created by it recently.
The meeting ended with a vote of thanks from the Secretary- EBDP. Residents felt that such meetings should be held regularly to make CR park a crime free area.

I'm forwarding the representations of Mr. Kalyan Majumder which the cry of all residents here : you 're requested take up the matter with appropriate authorities urgently :
1. Garbage removal and stopping people from peeing on the wall of Park in front of this block ( as deatiled at Ref. 'A' below) are serious long pending issues.
2. As at ' B' : G1244 is being demolished; brisk work has started 3 days ago. 8 - 10 labors are staying there for 24 hours without any introduction to the RWA or Police verification. It is learnt that some of them are from Ranaghat where the recent crime of attack and rape on a 70 yr. old lady happened. This needs immediate attention to the extent that all builders in action in this block should be called at the Police station along with RWA to address the problem of identity/ verification of workers and DO's & Dont's.
It is to be mentioned here that during past 3 years 7 (seven) different builders have been demolishing/raising construction in this sub-block .As on date 3(three) of them have finished their work , whereas rest 4 (four) are doing brisk work. As a result, apart from severe noise and pollution , serious damage of front-, back lanes, gates, park walls,blockage of lanes by their material/ trucks, residents are panicky about security as so many unknown /unidentified people are around them day in and day out.They puncture the Sewer line for making toilet facility, burn firewood to cook creating smoke unbearable particularly by the senior citizens,make loud noise at midnight, etc. etc.

SUB: Minutes of the General Body Meeting held on 15 th august, 2014 in the park
The meeting began after a very colourful two-hour function organized by children
The meeting was attended by the residents ( list given in the website). Points discussed:
(a) Members agreed and consented (with signature) to urgently erect Iron Gate near G1255 in place of the wall with small gate which was demolished by the MCD on 12 August without any notice thereby creating threat to security, life & property.Antisocials may strike any moment. Subscriptions for this expenditure have to be collected from residents.
(b) Decision on demand of Chowkidars to hike their remuneration was left to the MCt
(c) Sh. Sadhan Shome agreed to help the RWA as Treasurer
(d) More participation by all residents in activities of the RWA was requested
(e) Tension and ill feeling among residents were voiced on the issue that some families with 2 to 3 cars are parking all their cars inside seriously inconveniencing others who has even one car. The General body approved the following parking norms; and then some members visited parking spaces near G1248, G1246,G1247 and G1229. Residents of G1247(GL and FF),G1248 ( basement) and G 1229 were spoken to by the members and they now agree to abide by the parking norms explained to them. There was objection on parking of car of G1249 SF at G1246; this could not be discussed in the absence of Sh. Banerjee. The meeting ended with thanks to the RWA organizing team.

Car Parking norms for Residents : these norms have evolved with time, habitation pattern, proliferation of vehicles and through discussions in the MC meetings and GB . Adherence to these norms is a must to eliminate misunderstanding and tension among residents over the issue of parking:
1. 1. Each plot having two or more independent floors has parking spaces running along the park fencing for two small / medium sized cars. So one family should not park more than one car there. Residents of single storied building should accommodate others in need.
2. 2. Space which lies beyond your property line does not belong to you; locally its utilization has to be decided on merit by the RWA after due consultation with residents and civic authorities (Secretary’s circular29.10.,2012 &20.01.2013).
(a) Residents of building with independent floors to mutually discuss the parking pattern - whether parking chance should rotate among the floors on monthly or quarterly basis.

3. 3. Due to growing parking problems inside the gate, it was decided ( on the advice of local Councilor) that residents having 2 or more cars are to park only one car inside ,and park the 2nd & 3rd cars outside the gate in the parking space recently created with SDMC Councilor’s fund . This space otherwise will be lost to Autowallahs and Taxis , if we do not use it.(secretary’s circular dt.20.01.2013 among others)
4. 4. Your guests/visitors are to park their cars outside the gate after dropping in children/ senior citizens/patients. Your close relations/friends including your son/daughter who do not stay with you as resident should be treated as guests so far as car parking is concerned.
5. 5. Each car of this sub-block will have sticker and no sticker will be given to guests’ car. Guard at the gate will stop any car without sticker.
6. 6.There are two front lanes along the park. Resident(s) on the 2nd lane will not park car(s) on the first lane and vice versa.
7. 7. Parking in back lanes should be avoided as it will block passage of emergency vehicles like Fire Tender, water tanker,etc. Even if a car is parked there, it should be ensured that space is left on its side for movement of vehicles.
8. 8..Back lane behind G 1229 ( under the Mango tree) can easily accommodate 3 cars. Resident of G 1229 will remove building materials and clear the space for accommodating 3 cars of residents who require parking space. Two of G1229’s 3 cars should be parked on the long stretch leading to gate, and his 3rd old car to be parked outside the gate. People in the unauthorized Juggi have been asked to remove motorbikes of unknown persons parked there .
9. Landlords are to consult the RWA before committing any parking space to their tenants ; they may sacrifice their parking spaces only to tenants.

The team with digger left shortly after you had left; by then they did a crude and unacceptable shody digging job ( about 3 m x 1.5 m deep) snapping underground cables which caused severe inconvenience to the colony; no official/ worker had any clue what they are doing. Better stop the work before irrepairable damage is done.
4.The frontage of the block ( along Netaji Subhas Park wall) is virtually a garbage dump and urinal making it impossible for passerby to bear the strong stench.
This also is a health hazard and breeding ground for mosquitoes.
5.Your assurance of tarring and repairing the main artery road in CRPark
is very commendable and we wish you the best for it.
6. Your assurance to repair/ carpet the two inside lanes within this month ( last repaired 9 years ago)

A. The Meeting started with Reports from the Secretary and the Treasurer.
Achievements : Repair and Widening the main road , provision of light at the gate,
Systematic collection of monthly subscription, records on Excel sheet,
Collection in Dec.2012- Rs. 15,550 ( but there are 6 defaulters) Residents raised the following issues to be addressed by the new Executive Committee :
1. Park maintenance , water harvesting, whether to ask for more park equipment and cement benches from MCD/MLA and/ or ask for walkways
2. Waterlogging at the gate during rains
3. Parking of NRI colony vehicles at the gate near G1256; timing for opening/closing of the gate
4. Parking enclosure to be maintained, nuisance there to be stopped
5. Construction of a gate for vehicular traffic at the gate near 1255
6. Shifting of the Electric pole from the gate to a spot inside the park
7. Police stn to be informed that our RWA does not have the fund to buy CCTV
8. Excesses of Builders have to stop; promised repair of Park Wall(NRI colony side) and a cemented half round seat around the baniyan tree ,Barriers at the front gate and a permanent room for Chowkidar

Sub: To observe norms for common spaces , parking, conservation…… a request
As you are aware, this RWA , on the principle of ‘Bhagidari’ of Delhi Govt., is an active participant of all policy framing/execution made by civic bodies like MCD, Thana ,EBDP association(apex boy of all RWAs) . Through the sustained effort of our RWA for years together, recently the road in front of the gate has been repaired and widened by the MCD; the wide road has also to be used to park residents’ cars.
2. Due to growing parking problems inside the gate, residents having 2 or more cars were asked ( by circulars) to park only one car insde ,and park the 2nd& 3rd cars outside the gate in the parking space recently created . This space otherwise will be lost to Autowallahs and taxis , if we do not use it.
3.It was also made clear to all residents that the common spaces in front or back or side of any multi-floor building does not belong to G.F or any floor by default. This space will be shared by the floors of the building on first-come-first serve basis / mutual understanding.
4. It has been observed that you are parking 3 ( sometimes 4) cars inside and daily washing the cars with pressurized drinking water from pump even when there is acute shortage of drinking water.( which is termed ‘misuse’ of filtered water by JAl Board). You are also to clear arrears ( monthly subscription)
You are requested to please park only one car inside and other two outside and use bucket water only to wash your cars. Please attend the General Body Meeting on 26 January and give your inputs to the RWA for furthering welfare measures.

It is essential to avail this opportunity , otherwise we shall lose the space forever to autowallahs and unknown vehicles of other localities. After parking your car, pls. paint the car regtn. no. on the facing portion of park wall . Pls. also take personal care to keep the parking space clean and free of any obstruction

Dear Madam/ Sir,
Sub : Immediate repair of totally broken 200 m stretch of street :
along the wall of Netaji Subhas park( opposite to G 1238)….. an SOS appeal
Three years back this was dug up totally by DJB to replace old sewer pipes ( which
took months!), that was followed up by another digging after a few months to
again repair joints. Then again it was dug up to do brickwork under the manhole. Last digging took place in April,2011 for 4 days to repair again. But the dug-up road was never resurfaced / refurbished to original condition by the DJB during last 3 years in spite of repeated requests. MCD informs us that DJB has already officially agreed to undertake this work.
Residents of G- Block in particular have to use only this 200 metre stretch of street to go anywhere. School going children and grandparents have to wade through the muddy stretch of water and dip legs in the potholes . Vehicular up & down traffic at the rate of 10 vehicles per minute has to negotiate deep pothole bumps. A few manholes which are much above/ below the road surface create panic for car drivers and pedestrians alike.
Fatal accidents may happen anytime , particularly at night when there is no streetlight on the spot, this being the T- point where the street meets the Bus road .
for senior citizens, women and children to wade through.
As the situation is no longer bearable, an urgent action will be appreciated. The letter dt. 09 August, 2012 addressed to the Executive Engineer DJB is enclosed for reference.

MINUTES OF THE GENERAL
BODY MEETING HELD AT 4PM ON 15/10/2017 AT PARK
Brief text of welcome
address of Dr P. K. Bhattacharya, President:
"RWAs in C R Park : C R Park with about 50,000 residents
including eminent personalities like Sr. Govt./ PSU/ Pvt. sector officials,
Doctors, Padma awardees, retd. Air Marshal, retd. Squadron Leaders, educationalists,
artists, poets, writers, dramatists, lawyers, CAs, etc. has 8 significant
socio-cultural organisations, 9 large Community Durga Pujas within a radius of
about 750 metres. A Nobel laureate stays across C R park main road near E
Block. Residents here are happy as per Chanakya’s (350BCE) definition of
‘happiness’ that a community can give. 34 RWAs (regd. & unregd.) in 20
blocks of C R Park report to the Apex RWA called EBDP (East Bengal Displaced
Persons’) Association which takes up larger issues of Civic Amenities with the
Govt., MCD, DDA, DJB, BSES, Police etc.
Prothoma-g, our RWA has about 103 residences (including vacant
floors), with a population of about 250. Senior Citizens – 25%, Children upto
12 years - 6%, Young & Adults – 69%. 42 plot frontage spaces can accommodate
84 cars out of a total of 108 cars today: so 24 cars have to be parked in the
new stilt floors and space outside the gates. So far mainly Senior Citizens
take up RWA management duties. They promptly take up issues with civic
authorities (please visit its website to see our letters to such bodies,
circulars, photographs of events, etc. being posted chronologically since
2012). From 2007 to 2014 Children used to perform on 15th August & 26th
January, staged dramas during Durga puja. There were occasional get-togethers,
picnics etc. till 2014. The initiative and drive that came from the residents
appear to be dwindling. These need revival.
There are 6 such sub-blocks in G block. As a sub-block can’t be
registered, efforts are on to get the entire G Block registered as one RWA.
Being unregd., Prothoma-g has no formal MoA, rules, procedures, and is being
run by persons who volunteer to serve on the basis of mutual trust and respect.
President/ Secretary / Treasurer/members are chosen by word of mouth. They have
so far operated without any office, support staff; no facility, no asset/no
liability, no revolving fund, no donation, no Budget, and so on. The only financial
activity has been: collection of subscription and payment to Security
Guards+Mali+Misc. (repair / construction work, Social functions, etc.). There
are about 15 families which are not paying monthly subscriptions or paying
lesser amounts. RWA representatives, in a group of four or five, approached
them many times with folded hands which improved the position to some extent. I
feel that If the issue is taken up by a larger group of 10 / 15 residents, it
may yield further improved results.
Demolishing of houses (by now 10) and new construction by the
builders have proved to be a big hazard, particularly because of pollution of
all kinds, safety, damages (threatening cracks/seepage) to neighbour’s house,
obstruction of road etc.. RWAs may have to frame some guidelines for owners / builders.
There were two tense situations of manhandling of builder’s labour and truck
driver and one instance where a resident’s car ran over the foot of a maid.
Conflicts over car parking persist. As per circular dt. 3.11.2012 by Secretary (Mrs.
Aparna Chatterjee) & one dt 16.08.2014 by President: only one car per
family to be parked inside gates and car(s)of one lane can't be parked on the
other lane. Interaction over WhatsApp group is most welcome. However,
undesirable comments including derogatory ones, particularly on Senior Citizens
/ women can't be acceptable as their dignity is protected by Law.
PAST OFFICE BEARERS as per my recollection were : President: Late
B K Samaddar (2004), Mr. J J Chakraborty, Mr S K De, Mr Sunil Chatterjee, and
Dr. P K Bhattacharyya (from 2011 till date). Secretary: Mr S K De, Dr. P K
Bhattacharyya (2006-2011), Mrs Smita Sen (2011-12), Mrs Aparna Chatterjee
(2012-2014), Mrs Smita Sen (from2014 till date). Treasurer: Mr N. C. Sengupta
(upto 2007), Mr Sadhan Shome (2007 -2012), Mr Somnath Majumder (2012-2013), Mr
Sadhan Shome (2013 -2015), Mrs Smita Sen ( as nobody volunteered to be
Treasurer, from May 2015 to date).
ACCOUNTS: In the absence of any regulation, the custom of
submission of the account of our RWA in GB meetings since 2007 had been
submission of just three figures i.e. Total Collection, Total Expenditure, Cash
/ Bank Balance. As per records the total Cash & Bank Balance as on
31.12.2006 was Rs 60,665/= which has since gone upto Rs 97261/= as on 30th
September 2017. A professional statement is only expected from a trained
accountant and not expected from a commoner. There does not exist any system of
handing over and taking over of cash or accounts by a transferor / transferee
treasurer. So far the residents have been trusting integrity of fellow
residents voluntarily working as Treasurer. Should residents cast aspersions,
tomorrow nobody will come forward for voluntary work which keeps her / him involved
almost daily.
Today Mrs. Smita Sen (with the assistance of Mr. S. Datta) is
submitting a detailed account (from May 2015 to 30th September2017,
the period she was having additional charge of Treasurer) at this GB meeting, this
is the FIRST INSTANCE IN THE HISTORY of this RWA. If anyone desires to have
detailed accounts for an earlier period, s/he may please get in touch with the
Treasurer of the corresponding period.
EndNote...I am already a spent force… to be replaced by new
energetic resident; so I am resigning as President today. This GB must today
set up an interim committee who will continue for the period till the Election
is held. If no interim committee is formed, there will be nobody to run the RWA
with effect from 1st November 2017; there will be no Chowkidar to man the
gates, exposing the residents to full traffic in both lanes and also thefts,
etc.
Thank you very much for your sustained cooperation and support for
last 12 long years.”
Mrs Smita Sen, Secretary, submitted (and circulated copies of) statement
of accounts, showing month-wise (May 2015 to September 2017) details of
Collection, Expenditure under various heads, item-wise break-up of
miscellaneous expenses, Cash balance and also Bank Statement. The accounts were
unanimously approved by the GB. Mrs Sen acknowledged the support extended by Mr
Sonalal Datta for finalising and presentation of the account.
In line with the Agenda, Mrs Sen requested the members present for
volunteering for the post of Returning Officer for the proposed Election. Despite
collective persuasion by the GB, since no member came forward for volunteering
for the position of Returning Officer for the Election, conduct of the Election
was not considered feasible by the GB.
Mrs Sen also desired to resign from the responsibility of
Secretary and Treasurer with immediate effect. Members present requested both
Dr Bhattacharyya and Mrs Sen to continue at least until a new committee takes
over but both of them expressed their unwillingness in this regard.
Under the circumstances, though no one volunteered, the members
present collectively persuaded the following Residents to form an Interim Committee who will take over
from 1st November 2017. The Interim Committee will be as under:

At the
request of members of the Interim Committee and also all other members present

Minutes of G Block coordination meeting
With
the Municipal Councilor and SHO Sunday) at 6 pm., C.R. Park police station At
Neighbourhood park on 10.9.2017 (
This meeting was conveyed to discuss about security, safety
and civic issues pertaining to Police and MCD. It was very kind of Shri Subhash
Bhadana, Municipal Councilor and Shri Anil Kumar, SHO to attend this meeting.
Meeting was attended by the residents of G block. Meeting started first by
welcoming both of them and briefing them about some major issues identified
after prior interaction meetings with the residents. Residents also raised few
specific points which were patiently heard and response to all specific
issues/points were given by both the Councilor and The SHO.
Followings
are the brief issues raised and response given during the meeting-
1. Two separate day time incidents of chain / bag snatching
on G and H block roads-
These incidents within a colony having police station are
providing a negative image of police in spite of active role of police in
ensuring safety and security of people particularly during Durga puja days.
Response
Shri Anil Sharma, SHO explained that the cases will be solved
very soon and the same will be reported to the association. Day and night time
patrolling will be further strengthened which may also be monitored by the
residents and any laxity should be reported to the SHO /Sub Inspector by
residents/ Association.
2.
Chandralok road has
become unsafe and insecure for residents due to following specific reasons
i) Very high
speed of cars and two wheelers- potential safety hazards for all in general
and elderly, children in particular.-
Regular patrolling
and checking points by police and speed breakers are required to control speed.
Response-
SHO explained that the matter of patrolling and checking etc
will further be strengthened. Letter for speed breaker etc may be sent to DCP
traffic Southern range/DCP South East with copy to SHO. He will pursue with
traffic police and MCD for implementation of the same.

There are many dark patches on
this road with
inadequate lighting causing unsafe road environment for residents in
general and women, elderly and children in particular. Tree leaves are also
obstructing existing street lights –
More street lights to be installed and tree pruning all
along the road to be done immediately
Response
SHO explained that a
letter from residents may be sent to him highlighting these and he will take up
with the BSES for more street light posts and with MCD for tree pruning all
along the road. Shri Bhadana, Councilor explained that there is some height
restriction but he will get the tree pruning work done on G block roads and
inside lanes within a week before Puja.
iii)
A triangular park
fully dark on this road with trees and shrubs is a den for drug addicts and
drunkards – A
complete safety hazard for residents in general and women/ girls in particular-
This land should be
immediately cleared, cleaned with removal of all obstructions and installation
of lights for development as children’s play/park
Response
Councilor explained
that he has requested VC , DDA to handover this land to MCD for developing as
park. He will pursue the matter further.
SHO promised that any kind of unlawful activities within
this land or on road will be stopped permanently by police with more patrolling
and taking preemptive actions. Residents should also be vigilant and report to
him about such activities for immediate action.
iv) Wall of
Ornamental Park broken by the garbage collection vehicle/truck
Shri Bhadana explained that he had inspected the site and he
promised that the same will be constructed by the MCD very soon. He however
mentioned that the construction material debris should not to be dumped within
the ‘Dhalao’. Residents should be vigilant about this.
3) Very bad /broken condition of all roads and lanes of G
block
Shri Bhadana, Councilor explained that the necessary budget
for complete re laying of all G block roads and lanes has been approved and
under tendering process. He has got the necessary measurement for all roads and
lanes done by Junior Engineer. He promised that the work will start in another
2-3 months.
4)
Unsafe environment
of Netaji Subhash Park – Mostly
used by unscrupulous elements playing cards and involved in other
unlawful activities. No children are seen to be playing or elderly using the
park.
SHO promised that
the activities will be under the watchful eyes of police and residents should
also inform about any such unlawful activities.
5)Drains
recently constructed on the road between G and H block are blocked /incomplete.
Shri Bhadana promised to visit the site immediately with concerned
Engineers in the presence of residents for rectifications. He also promised to
take up fumigation in the back lanes with prior intimation to
residents/Association6).Traffic Chaos /Congestion on the main Bipin
Chandra Pal Marg This road have become a nightmare for the
residents due to regular congestion and chaos on this road in absence of any
systematic intervention by the concerned authorities. It is very difficult for
residents in general and impossible for elderly, children and women to cross
the road safely. A well planned solution by concerned authorities in
consultation with the residents should be worked out immediately


Response-
SHO explained that a letter from the association addressed
to DCP (Traffic) Southern Range and DCP (South West) with a copy to SHO for
long term solution may be sent. SHO will follow up with the concerned
authorities. For short term solution, he has already deputed policemen between
630 pm to 10 pm for controlling traffic. Residents may observe and suggest any
further short term improvements, if required.

1. The eastern wall of Netaji Subhas Park
along the road between G & H
blocks has remained
a dirty zone for many
years with stinking smell and breeding place for mosquitoes as people
urinate here. This place need be
thoroughly cleaned, a regular footpath be constructed and
maintained daily .
2. The
covers on the storm water drain
nearby on H- block side
need be properly
fitted so that
cars can be parked
over there and
road congestion is avoided.
***3.The two front
lanes are waiting for
being carpeted for
more than 15 years; surfaces are
severely worn exposing
the sandy bed
at places .
4. Unusually steep ramps
on the front lanes
and other structures impeding
movement of pedestrians and
cars alike are to be removed.
5. Discharging foul water
from upper floors
on the front lane has
to be stopped;
this results in
pot holes as well as
unsuspecting visitor gets drenched.
6. The two
back lanes also need
concreting / surfacing by
interlocking tiles.
7. Encroachment on the first
back lane ( between G 1244
and G 1227) needs
to be removed
forthwith ( a family is staying in a makeshift hut on this lane illegally
with illegal electricity/ water/
sewer connection for a long time by
now. The two back lanes
are dumped with malwa. Absence
of cleanliness invites
mosquito breeding.

Dear Sir,
We the residents of Block G, particularly those residing at Plot nos. G 1241 to G 1255, are facing serious problems as the Electric Stay Pole near the Gate( adjacent to G1255 and opposite to NRI colony) is blocking the entry of all Big Cars, Water Tankers,Fire Tenders,Ambulances ,etc. A photo of the Pole is attached. Small vehicles normally entering thro’ this Gate has to reverse with difficulty all the way while exiting as the passage is very narrow.
Our problem aggravated when the gate at the other end of the lane has been closed by MCD for repairing of the Drainage System. During last fortnight or so, we are facing major problems of entry and exit.
We therefore request the BSES authorities to arrange to get this Electric stay pole corrected and REINSTALLED so as to ensure obstacle-free and clear entry/exit of Water Tankers,Fire Tenders,Ambulances, etc. This may be treated URGENT.

Menacing Builders' activities: G 1249 owner has assigned a builder to demolish his 8 year old 3-storied bldg and construct builders' flats(collaboration?). RWA/neighbours came to know only when the bldg was pounded with sledge hammers only two weeks ago : bldg materials flew and landed all around, clouds of dust showered particles on neighbours' flats unhindered, one neighbour got fresh lease of life as bricks from 30' almost fell on him.

Police PCR Van and local Beat Constable came.,took photos and damaged car nos.,questioned the truck owner who said that his labour(without driving license tried his skill in driving). Residents asked Police to nab the offender who fled. Police asked the truck owner to come to Police Station. Police had no answer to the agitated car owners as to who will pay for repair of damages caused by the truck owner. The truck owner drove away his truck around 6 PM with Police assistance. Shock, fear and insecurity ( threat to property and life) grip the residents.Irony is: the house owner,builder, sub contractors are working for profit ;but the residents have to accomodate them at the cost of their health,life and property. The Delhi high court has given a verdict that parking cars in common areas of a residential society
amounts to encroachment. Unless permitted, a flat owner can only park one vehicle in the designated
parking allotted under the rules by a housing society, the court added, clarifying the legal position in
Delhi for cooperative group housing societies. In a stern message to those who own multiple cars without ensuring adequate parking space, a bench of Justices Gita Mittal and I S Mehta invoked Mahatma Gandhi to stress that purchase of private vehicles must be “guided by need not greed.“
“Air pollution is not the only environmental impact that vehicles cause. Parking of excess cars in open areas reduces available space underneath them for rainwater harvesting, which enables charging of aquifers another adverse impact on environment,“ the bench observed while imposing a cost of Rs 1 lakh on a man who owns four cars and dragged his residential society to court for charging him extra for parking. Not only the pollution from the exhausts of cars, the movement of vehicles contributes to dust and adds to the particulate pollution in the atmosphere in the society , the court pointed out. “The common areas are meant for the utilisation by all members and no one member can appropriate the same to his personal use, even temporarily as for the purposes of parking of additional cars,“ the bench observed, underlining how obstruction by parking in a common space “could have disastrous consequences, as best illustrated by the Uphaar tragedy .“
Rubbishing the petitioner Anup Mittal's stand that Kanungo Cooperative Group Housing Society can't charge him extra for additional parking, the bench noted so long as a vehicle is parked on the open area no one else can use it for any purpose. “Therefore, even transient parking of any open areas beyond the basement is certainly encroachment, albeit temporary , and cannot be treated as anything else,“ it added. Dealing with the petition before it, the court said it is clear that “the petitioner was not authorised by the society to park multiple cars within the boundary of the society“.The building plans of a cooperative group housing society “draw a fine balance between the space essentially required to be constructed upon open areas and the circulation keeping the population density , services required and plot size in view,“ it noted.

1. 1. When leveling of manhole covers and that of some flood prone stretches including one in front of G1273 will be done ?
2. 2. When will the UG pipes & drainage points from G1273 upto main road be desilted ?
3. 3. What are the plans to connect so many storm water drains under construction in H-block

Road Repair
Dear Sir,
Two days ago, potholes on the road between G-block and H block has been filled up(patchwork) by MCD .
The work is far from satisfactory; residents are of the opinion that ..this is wastage of public money. Scanty water was applied on the spots much after concrete filling was done ; this will result in premature cracks. The detailed report
prepared by an experienced Civil Engineer is given below which is self -explanatory. Could EBDB take up the matter with concerned authority?

Quality of Potholes Repairing Work carried out by PWD / MCD
Pothole repairing work has been done just by filling low grade concrete (probably M-10 or at the most M-15 grade) without any compaction. None of the Indian Standard Specifications like MOSRTH (Ministry of Surface Road Transport & Highways), CPWD, State PWD’s specifications suggest such methodology to repair the potholes of bituminous surfaced flexible pavement for the simple reason that concrete can not make bonding with bituminous materials. Otherwise also concrete is more costly than bituminous mix. It is also observed that potholes so repaired are opened to traffic movement even before initial setting of concrete and as a result the coarse aggregate fraction of the concrete got loosened. The loose aggregates are found scattered all over the road and has made the road more vulnerable to the motor-cyclists and has caused great inconvenience to the pedestrians.
As per Indian Standard Specifications, potholes of flexible pavement is repaired by filling dense bituminous concrete (if the depth of pothole is less, say 50mm to 100mm), if not, at least with proper bituminous emulsion mix. If the depth of potholes is more than 100mm, it should be done in layers, firstly by granular base materials followed by bituminous layer.
In this case, filling with concrete would have been still meaningful if some protecting bituminous surfacing layer in the form of 25mm SDBC (Semi Dense Bituminous Concrete) or DBST (Double Bituminous Surface Treatment) had been laid immediately thereafter.

An overgrown Mango Tree with numerous branches in the back lane of G-1229, CR Park N Delhi 110019 have entered into the residence (G1229) ; the thick foliage keeps the area dark, and in this rainy season this has become the breeding place of mosquitoes besides being heaped with leaves.
The residents are complaining repeatedly.

Minutes of Meeting of RWA’s and SHO of CR Park held under the aegis of EBDP on Saturday,(sent to P.S via EBDP)

Secretary EBDP welcomed the SHO and Presidents/Secretaries/representatives of RWA’s and requested each RWA to present problems/ issues. Deliberations :
Block A : unwanted persons’ congregation in the park behind Market 3, timing for kabariwalas not fixed , names & tel nos. of beat police, police verification of tenants and servants .

Block B : Some indisciplined students of two schools in this block create trouble for the residents , unwanted drunk persons surface in the Durgapuja park after dark : safety of women particularly is threatened,
Block C : Menace due to crowding of unauthorized thelawalas blocking passages.
Block D &EBlocks : Park between E & F blocks are crime prone. Yesterday E 858 was struck by robbers who decamped with ornaments and cash worth lakhs; as per CCTV footage, the operation was executed with precision perfectly matching with the time of absence of the owner who left to fetch the school going child at the bus stand during mid day; such operation is only possible after doing elaborate reece. Women residents voiced concern about their safety in the same park after dark.
Block F: the last lane in this block starting from the T-point(juice corner) is dangerous for children and sr. citizens due to very speedy numerous motorbike movements. A child stepping out of his house is prone to be run over.
BlockG: Along the stretch of wall of Netaji Subhas park , numerous 3-wheeler Auto drivers park ( defying Police orders 3 yrs ago) their vehicles and jam the road; they refuge to go short distances. At the T- point on the Bus road a food vendor ( encroacher) operates in the evening inviting crowd on otherwise chocked ( with traffic) road. Encroachment on the backlane (behind G 1230) by Jhuggi which is visited by unknown bikers everyday could be source of trouble.
At least 40 labourers ( some of them stays here at night) are working on demolition and construction work in 4 sites around the park (G1238 -1273). There is no police verification for them though there has been an incident( in the knowledge of CR park PS) of child abuse of a drunk labor two years ago.
Almost all passages/corridors in all markets have been taken over by the shopkeepers and are choked/ blocked with sacks/crates; residents can hardly walk through.
Guest houses in residential buildings do not keep proper records of boarders, some of whom are foreigners. Nor these are verified prior to Independence/ Republic Day.
Providing security to residents is the responsibility of Police; yet all 26 RWA’s spend huge sum @ Rs. 5000 to 7000 per guard on untrained private Security Guards as Police force is insufficient. Logically these private guards must be recognized by the local PS as well as be professionally trained by the PS.
H & I- blocks : Big twin parks are regularly visited by unwanted persons particularly after dark. If challenged , they threaten residents . Motor bikes ply on the lane along market4-church-taxi stand at dangerously high speed. One Tata Safari( owned by Mr. Chakraborty) has been stolen on last Sunday from I-block. So far it has remained untraced.
K Block: Alcoholics assemble in the parks and drink. The main street as well as the backlane need speed breakers as vehicles run at dangerously high speeds.
Pocket 52,88, M,N,O& other blocks : similar complaints, The gate between N block and GKII should be kept open to traffic .Owner of O-6 complained about beat police asking for the keys of the roof for which he has the roof- right and the matter is subjudice.
Sh. Govind Chauhan SHO , while summing up, remarked that his priority is to look after safety of Women and senior citizens among others. He, along with his 60 police colleagues, are always at the service of the residents. He circulated the list of officers / beat police with their Mobile phone nos vis-a-vis their deployment in different blocks ( enclosed here). Juveniles driving bikes at high speed, consuming narcotics/ alcohol in parks, etc are being dealt with. Police verification of servants/tenants is mandatory; non compliance will attract punishment under IPC 188.For such verification residents may phone the concerned beat officer who will upload the info through an App to police database ( verification, unauthorized construction, etc).The presence of PS is otherwise there in a group WhatsApp created by it recently.
The meeting ended with a vote of thanks from the Secretary- EBDP. Residents felt that such meetings should be held regularly to make CR park a crime free area.

I'm forwarding the representations of Mr. Kalyan Majumder which the cry of all residents here : you 're requested take up the matter with appropriate authorities urgently :
1. Garbage removal and stopping people from peeing on the wall of Park in front of this block ( as deatiled at Ref. 'A' below) are serious long pending issues.
2. As at ' B' : G1244 is being demolished; brisk work has started 3 days ago. 8 - 10 labors are staying there for 24 hours without any introduction to the RWA or Police verification. It is learnt that some of them are from Ranaghat where the recent crime of attack and rape on a 70 yr. old lady happened. This needs immediate attention to the extent that all builders in action in this block should be called at the Police station along with RWA to address the problem of identity/ verification of workers and DO's & Dont's.
It is to be mentioned here that during past 3 years 7 (seven) different builders have been demolishing/raising construction in this sub-block .As on date 3(three) of them have finished their work , whereas rest 4 (four) are doing brisk work. As a result, apart from severe noise and pollution , serious damage of front-, back lanes, gates, park walls,blockage of lanes by their material/ trucks, residents are panicky about security as so many unknown /unidentified people are around them day in and day out.They puncture the Sewer line for making toilet facility, burn firewood to cook creating smoke unbearable particularly by the senior citizens,make loud noise at midnight, etc. etc.

SUB: Minutes of the General Body Meeting held on 15 th august, 2014 in the park
The meeting began after a very colourful two-hour function organized by children
The meeting was attended by the residents ( list given in the website). Points discussed:
(a) Members agreed and consented (with signature) to urgently erect Iron Gate near G1255 in place of the wall with small gate which was demolished by the MCD on 12 August without any notice thereby creating threat to security, life & property.Antisocials may strike any moment. Subscriptions for this expenditure have to be collected from residents.
(b) Decision on demand of Chowkidars to hike their remuneration was left to the MCt
(c) Sh. Sadhan Shome agreed to help the RWA as Treasurer
(d) More participation by all residents in activities of the RWA was requested
(e) Tension and ill feeling among residents were voiced on the issue that some families with 2 to 3 cars are parking all their cars inside seriously inconveniencing others who has even one car. The General body approved the following parking norms; and then some members visited parking spaces near G1248, G1246,G1247 and G1229. Residents of G1247(GL and FF),G1248 ( basement) and G 1229 were spoken to by the members and they now agree to abide by the parking norms explained to them. There was objection on parking of car of G1249 SF at G1246; this could not be discussed in the absence of Sh. Banerjee. The meeting ended with thanks to the RWA organizing team.

Car Parking norms for Residents : these norms have evolved with time, habitation pattern, proliferation of vehicles and through discussions in the MC meetings and GB . Adherence to these norms is a must to eliminate misunderstanding and tension among residents over the issue of parking:
1. 1. Each plot having two or more independent floors has parking spaces running along the park fencing for two small / medium sized cars. So one family should not park more than one car there. Residents of single storied building should accommodate others in need.
2. 2. Space which lies beyond your property line does not belong to you; locally its utilization has to be decided on merit by the RWA after due consultation with residents and civic authorities (Secretary’s circular29.10.,2012 &20.01.2013).
(a) Residents of building with independent floors to mutually discuss the parking pattern - whether parking chance should rotate among the floors on monthly or quarterly basis.
(b) Residents having built-in parking floor on the GF of the mutistoried building should accommodate neighbours in difficulty.
3. 3. Due to growing parking problems inside the gate, it was decided ( on the advice of local Councilor) that residents having 2 or more cars are to park only one car inside ,and park the 2nd & 3rd cars outside the gate in the parking space recently created with SDMC Councilor’s fund . This space otherwise will be lost to Autowallahs and Taxis , if we do not use it.(secretary’s circular dt.20.01.2013 among others)
4. 4. Your guests/visitors are to park their cars outside the gate after dropping in children/ senior citizens/patients. Your close relations/friends including your son/daughter who do not stay with you as resident should be treated as guests so far as car parking is concerned.
5. 5. Each car of this sub-block will have sticker and no sticker will be given to guests’ car. Guard at the gate will stop any car without sticker.
6. 6.There are two front lanes along the park. Resident(s) on the 2nd lane will not park car(s) on the first lane and vice versa.
7. 7. Parking in back lanes should be avoided as it will block passage of emergency vehicles like Fire Tender, water tanker,etc. Even if a car is parked there, it should be ensured that space is left on its side for movement of vehicles.
8. 8..Back lane behind G 1229 ( under the Mango tree) can easily accommodate 3 cars. Resident of G 1229 will remove building materials and clear the space for accommodating 3 cars of residents who require parking space. Two of G1229’s 3 cars should be parked on the long stretch leading to gate, and his 3rd old car to be parked outside the gate. People in the unauthorized Juggi have been asked to remove motorbikes of unknown persons parked there .
9. Landlords are to consult the RWA before committing any parking space to their tenants ; they may sacrifice their parking spaces only to tenants.
10. Safety of cars to be ensured by the owner as per the circular of the local Police Station ( circular from Police station is uploaded to RWA’s website) .Please visit RWA’s website ( address at RWA’s letterhead prepage) for other details including photographs of functions and interact thro’ blog or e-mail .

This problem has become very acute since Aug 15,whereby we are forced to request for water tankers every single day. On the spot, you spoke to Mr Khare,the Executive Engineer, who agreed to get this done by Monday.we shall be grateful if this can be followed up on a war footing.

The team with digger left shortly after you had left; by then they did a crude and unacceptable shody digging job ( about 3 m x 1.5 m deep) snapping underground cables which caused severe inconvenience to the colony; no official/ worker had any clue what they are doing. Better stop the work before irrepairable damage is done.
4.The frontage of the block ( along Netaji Subhas Park wall) is virtually a garbage dump and urinal making it impossible for passerby to bear the strong stench.
This also is a health hazard and breeding ground for mosquitoes.
5.Your assurance of tarring and repairing the main artery road in CRPark
is very commendable and we wish you the best for it.
6. Your assurance to repair/ carpet the two inside lanes within this month ( last repaired 9 years ago)

Minutes of General Body Meeting on 26 January, 2013
A. The Meeting started with Reports from the Secretary and the Treasurer.
Achievements : Repair and Widening the main road , provision of light at the gate,
Systematic collection of monthly subscription, records on Excel sheet,
Collection in Dec.2012- Rs. 15,550 ( but there are 6 defaulters) Residents raised the following issues to be addressed by the new Executive Committee :
1. Park maintenance , water harvesting, whether to ask for more park equipment and cement benches from MCD/MLA and/ or ask for walkways
2. Waterlogging at the gate during rains
3. Parking of NRI colony vehicles at the gate near G1256; timing for opening/closing of the gate
4. Parking enclosure to be maintained, nuisance there to be stopped
5. Construction of a gate for vehicular traffic at the gate near 1255
6. Shifting of the Electric pole from the gate to a spot inside the park
7. Police stn to be informed that our RWA does not have the fund to buy CCTV
8. Excesses of Builders have to stop; promised repair of Park Wall(NRI colony side) and a cemented half round seat around the baniyan tree ,Barriers at the front gate and a permanent room for Chowkidar

Sub: To observe norms for common spaces , parking, conservation…… a request
As you are aware, this RWA , on the principle of ‘Bhagidari’ of Delhi Govt., is an active participant of all policy framing/execution made by civic bodies like MCD, Thana ,EBDP association(apex boy of all RWAs) . Through the sustained effort of our RWA for years together, recently the road in front of the gate has been repaired and widened by the MCD; the wide road has also to be used to park residents’ cars.
2. Due to growing parking problems inside the gate, residents having 2 or more cars were asked ( by circulars) to park only one car insde ,and park the 2nd& 3rd cars outside the gate in the parking space recently created . This space otherwise will be lost to Autowallahs and taxis , if we do not use it.
3.It was also made clear to all residents that the common spaces in front or back or side of any multi-floor building does not belong to G.F or any floor by default. This space will be shared by the floors of the building on first-come-first serve basis / mutual understanding.
4. It has been observed that you are parking 3 ( sometimes 4) cars inside and daily washing the cars with pressurized drinking water from pump even when there is acute shortage of drinking water.( which is termed ‘misuse’ of filtered water by JAl Board). You are also to clear arrears ( monthly subscription)
You are requested to please park only one car inside and other two outside and use bucket water only to wash your cars. Please attend the General Body Meeting on 26 January and give your inputs to the RWA for furthering welfare measures.

Sir, It has been noticed in the past that terrorist and miscreants have let out the premises in the colonies and indulge in criminal activities. They also used the cafes to exchange the information’s, which a serious threat to the society and the country. To create a safe and secure atmosphere following preventive measures are urgently required:-
1. Installation of CCTV at the prominent places.
2. Verification of tenants.
3. Verification of Domestic servants.
4. Maintain watch over suspicious activities and inform Police.
5. Inform about any kind of organized crime if going on in the area.

Sir, It has been noticed in the past that terrorist and miscreants have let out the premises in the colonies and indulge in criminal activities. They also used the cafes to exchange the information’s, which a serious threat to the society and the country. To create a safe and secure atmosphere following preventive measures are urgently required:-
1.Installation of CCTV at the prominent places.
2Verification of tenants.
3.Verification of Domestic servants.
4.Maintain watch over suspicious activities and inform Police.
5.Inform about any kind of organized crime if going on in the area.

Dear Resident,
As you are aware, your RWA has ultimately succeeded in getting the street repaired (30.09.2012) by the MCD after years of persuasion. The main gate has also been illuminated. MCD has permitted us to use and maintain cleanliness of the parking space opposite to the main gates facing Subhas Park Wall.
2. You are urgently requested to park your 2nd &3rdcars in the designated space outside the main gate. It is essential to avail this opportunity , otherwise we shall lose the space forever to autowallahs and unknown vehicles of other localities. After parking your car, pls. paint the car regtn. no. on the facing portion of park wall . Pls. also take personal care to keep the parking space clean and free of any obstruction
3. Pl. note that any space outside your property line is common and car parking decision lies with RWA which is in touch with MCD/ Police station.

Dear Madam/ Sir,
Sub : Immediate repair of totally broken 200 m stretch of street :
along the wall of Netaji Subhas park( opposite to G 1238)….. an SOS appeal
Three years back this was dug up totally by DJB to replace old sewer pipes ( which
took months!), that was followed up by another digging after a few months to
again repair joints. Then again it was dug up to do brickwork under the manhole. Last digging took place in April,2011 for 4 days to repair again. But the dug-up road was never resurfaced / refurbished to original condition by the DJB during last 3 years in spite of repeated requests. MCD informs us that DJB has already officially agreed to undertake this work.
Residents of G- Block in particular have to use only this 200 metre stretch of street to go anywhere. School going children and grandparents have to wade through the muddy stretch of water and dip legs in the potholes . Vehicular up & down traffic at the rate of 10 vehicles per minute has to negotiate deep pothole bumps. A few manholes which are much above/ below the road surface create panic for car drivers and pedestrians alike.
Fatal accidents may happen anytime , particularly at night when there is no streetlight on the spot, this being the T- point where the street meets the Bus road .
for senior citizens, women and children to wade through.
As the situation is no longer bearable, an urgent action will be appreciated. The letter dt. 09 August, 2012 addressed to the Executive Engineer DJB is enclosed for reference.
